In 1994 Russian President Yeltsin created a new Russian Ministry called the Russian Federation’s Ministry of Civil Defence, Emergencies and the Elimination of the Consequences of Natural Disasters (EMERCOM). Emercom is Russia’s emergency response team, designed to contain emergency situations that potentially could affect the lives of people both within and outside the borders of Russia and provide support facilities to disaster relief agencies worldwide. EMERCOM conducts research and organises training and international cooperation.
