The European Agency for Reconstruction (EAR) was established in 2000 to manage the European Union’s assistance programmes. EAR programmes are designed to support good governance, institution building, and lawfulness. EAR also works to develop market economies while investing in physical infrastructure and environmental protection. They also focus on social development and strengthening of civil society to reinforce a region’s own reform processes thereby strengthening central and local administration, police, judiciary, public finances, and state utility providers.
