Sphere Project was launched in 1997 by a group of humanitarian NGOs and the International Red Cross and Red Crescent movement. Its aim is to improve the quality of assistance provided to people affected by disasters, and to enhance the accountability of the humanitarian system, through the Sphere Humanitarian Charter and Minimum Standards in Disaster Response. The key tool developed by the project is the Sphere Handbook, which defines minimum standards and indicators for water and sanitation, food, shelter and health.
