Voluntary Organisations in Cooperation in Emergencies (VOICE) is a network of over 80 non-governmental organisations (NGOs) throughout Europe that are active in the field of humanitarian aid, including emergency aid, rehabilitation, disaster preparedness and conflict prevention. VOICE provides four types of services: developing information, devising instruments for consultation, giving political expression to the concerns of NGOs and developing its network.
