Since 2004, the USAID-funded, Abt Associates-led CoReform Project has provided on-the-ground technical assistance to the Government of Georgia. The assistance focuses on exploring different health financing, health policy, and service delivery options to overcome barriers to high quality health care.

In late 2006, the Government decided to implement one of the recommended options to ensure that those below the poverty line are protected from unaffordable out-of-pocket spending for health care.

Uniquely, the government insurance programme that was established to increase access to health services uses public funds to purchase private health insurance for residents below the poverty line. The programme will ultimately cover more than 750,000 vulnerable individuals.
