This document was submitted in response to a questionnaire distributed by Global Hand regarding humanitarian customs information. It provides regulations for importing humanitarian aid into Dominica.

Required Documents

• bill of lading/airway bill;
• commercial invoice;
• packing list;
• certificate of origin;
• insurance certificate;
• health certificate;
• permits (foreign&local) for animals, plants and their products.

Prohibited Goods

Certain goods are restricted (including narcotics and cigarette paper), while other goods are prohibited, such as food unfit for human consumption. Contact the Customs&Excise division, Dominica, for questions on specific goods.

Tax Exemption

Organisations can apply for a special cabinet or ministerial concession for goods imported by or on behalf of charitable, welfare or service organisations.

PreShipment Application

Application for tax exemption should be sent by consignees to the Ministry of Finance&Planning.

Monetary Valuation

Monetary valuation is required for the consignment on an individual item basis, in US dollars.

Restrictions

Foodstuff which has been fumigated with Nethyl Bromide is restricted, as are goods which have past expiry date.

Other Info

Import permits are to be obtained from the Ministry of Agriculture for unprocessed agricultural and animal products prior to their importation.
