Laos Humanitarian Customs Regulations

This document was submitted in response to a questionnaire distributed by Global Hand regarding humanitarian customs information. It provides regulations for importing humanitarian aid into Laos.

  • deed of donation
  • certificate of origin
  • import license from Ministry of Trade

Prohibited Goods

Prohibited goods include weapons, chemicals and drugs.

Tax Exemption

Tax exemption is available for all humanitarian cargo (except prohibited goods), providing Government procedures have been met.

PreShipment Application

Pre-shipment applications should be made to the Permanent Cabinet of the Ministry of Foreign Affairs, stating list of goods and value, purpose of humanitarian aid and tax exemption application.

Monetary Valuation

Customs require monetary valuation for the shipment on an item by item basis, and for the consignment as a whole. Preference is given for value to be in US$.

Restrictions

Fumigation of some second hand goods and limitations on food expiry dates are enforced. Contact the nearest Laos Consulate for details.
