Russia Humanitarian Customs Regulations
This document was submitted in response to a questionnaire distributed by Global Hand regarding humanitarian customs information. It provides regulations for importing humanitarian aid into Russia.

- Bill of lading/airway bill
- Commercial invoice
- Packing list
- Fumigation certificate
- Deed of donation
- Certificate of origin
- Buyers pledge to use donation only to support the poor
- In some cases: certificate of compliance, sanitary or phytosanitary certificate, veterinary certificate
Prohibited Goods
Only essential consumer commodities and other goods (clothes, footwear, medical supplies, and medical equipment) are allowed to enter as humanitarian aid. Other commodities can be permitted to enter as humanitarian aid only according to intergovernmental agreement or special decision by the Russian governments commission on international humanitarian aid.
Tax Exemption
Humanitarian cargo is exempt from customs fees, duty and VAT. Excise-duty goods are not exempt and excise duty is paid by the Russian buyer.
Monetary Valuation
Monetary valuation is required on an individual item basis, in US dollar.
Restrictions
There are no restrictions re new or second hand goods.
