New Zealand Humanitarian Customs Regulations
This document was submitted in response to a questionnaire distributed by Global Hand regarding humanitarian customs information. It provides regulations for importing humanitarian aid into New Zealand.
Required Documents
- bill of lading/airway bill
- commercial invoice (where available)
- packing list
- fumigation certificate (where necessary)
Prohibited Goods
Alcohol, alcoholic beverages or tobacco goods are not permitted.
Tax Exemption
Tax exemption is given on all relief consignments.
Pre-shipment Application
Pre-shipment application should be made to the Comptroller of Customs. To assist in facilitating relief consignment clearance, the Ministry of Civl Defence and Emergency Management should be advised prior to arrival.
Monetary Valuation
Monetary valuation is required on the consignment as a whole.

Refer to the website http://www.customs.govt.nz for information on prohibited imports. Refer also to the Ministry of Agriculture and Forestry website http://www. maf.govt.nz for information relating to prohibited/restricted foodstuffs, plants, animals etc

The organisation responsible for New Zealand’s civil defence and emergency management response/coordination is the Ministry of Civil Defence and Emergency Management. Their web address is http://www.mcdem.govt.nz . New Zealand Customs is a contracting party to the Kyoto Convention and is required to comply with the guidelines to “Specific Annex J Chapter 5 Relief Consignments”
