Samoa Humanitarian Customs Regulations

This document was submitted in response to a questionnaire distributed by Global Hand regarding humanitarian customs information. It provides regulations for importing humanitarian aid into Samoa.

Prohibited Goods

All goods are permitted entry/ exit in Samoa as humanitarian aid.

Tax Exemption

All goods are exempt from tax, except electronics and vehicles. Only certain organisations may import/export humanitarian goods in Samoa. Contact the Controller of Customs for more information.

PreShipment Application

Pre-shipment application should be made to both the Minister of Customs Department and to the Comptroller of Customs.

Monetary Valuation

Customs sometimes require monetary valuation for the shipment on an item by item basis, and sometimes for the consignment as a whole. Contact the Comptroller of Customs for more information. The shipment should be valued in the currency of the country from which the goods are exported.

Restrictions

Used clothing can be imported, but only if fumigation has taken place. Limitations are also enforced for consumption goods, i.e. food.

Other Info

All humanitarian cargo, in order to be qualified for duty exemption, must be for the benefit of the general public and not to or for a particular organisation of group of people.
