Myanmar Humanitarian Customs Regulations

This document was submitted in response to a questionnaire distributed by Global Hand regarding humanitarian customs information. It provides regulations for importing humanitarian aid into Myanmar.

Required Documents

  • The following documents are required for the import of humanitarian goods in Myanmar:
  • Bill of loading/Airway Bill;
  • Commercial invoice;
  • Packing list;
  • Fumigation certificate;
  • Deed of donation;
  • Certificate of origin;
  • Import Permit/License from the Directorate of Trade, Ministry of Commerce, Union of Myanmar.

Prohibited Goods

  • Only the following goods are permitted into the country as humanitarian aid:
  • Foodstuff and other supplies provided by UNICEF for the aid and assistance of children, adolescents and expectant and nursing mothers of the Union of Myanmar provided that the foods are certified by a duly authorised official or the Representative of UNICEF.
  • Red Cross relief supplies when imported by or on behalf of the Myanmar Red Cross Society or the International Red Cross Organisation Society and certified by duly authorised official or the appropriate officer of the Myanmar Red Cross Society or the International Red Cross Organisation intended wholly for purpose of relief and rehabilitation and not for sale.
  • Medical and surgical supplies and equipments provided by CARE for the aid and assistance of the needy institutions and hospitals in the Union of Myanmar provided that a Certificate is produced by a duly authorised official of the representative of CARE.

Tax Exemption

United Nations relief stores imported and intended exclusively for the purpose of relief and rehabilitation and not for sale, and Red Cross relief supplies imported by or behalf of Myanmar Red Cross Society or the International Red Cross Organisation intended wholly for the purpose of relief and rehabilitation and not for sale have been offered tax exemption.

PreShipment Application

PreShipment Application should be made to the Ministry of Finance and Revenue department.

Monetary Valuation

Monetary valuation is required by Customs. Valuation should be completed in US dollars.

Restrictions

  • The following additional restrictions apply for humanitarian goods:
  • Fumigation Certificate for used clothing;
  • Fit for human consumption for foodstuff; and
  • Medicaments must be approved by WHO.
