Cambodia Humanitarian Customs regulations

This document was submitted in response to a questionnaire distributed by Global Hand regarding humanitarian customs information. It provides regulations for importing humanitarian aid into Cambodia.

Required Documents

  • bill of lading/airway bill
  • commercial invoice
  • packing list
  • fumigation certificate
  • deed of donation
  • certificate of origin (If available, especially for goods from ASEAN Countries)
  • Insurance certificate
  • Authorisation from the Council for Development of Cambodia (CDC). Authorisation from concerned ministries (If goods require a certain certificate). For example, Medicine requires authorisation from the Ministry of Health.

Prohibited Goods

Goods that are prohibited entry into Cambodia include: Weapons, illicit drugs and other psychotropic substances; sweetener; and right-hand drive vehicles. Contact the Customs Department for more information.

Tax Exemption

Tax exemption is offered on humanitarian cargo. All non-profit organisations are approved for tax exemption.

PreShipment Application

Pre-shipment application should be made to the Council for Development of Cambodia. The second institution is divided into two sections, Cambodia Rehabilitation Development Board (CRDB) and Cambodia Investment Board (CIB). The former of these two departments, CRDB, should be contacted.

Monetary Valuation

Customs require monetary valuation for the shipment on an individual item basis in US dollar currency.

Restrictions

Expiry date limitations are enforced for food. The following second-hand goods are prohibited entry: used shoes, handbags, and tires.

  • Organisations who are sending humanitarian cargo to Cambodia should have an agreement/memorandum of understanding with the Ministry of Foreign Affairs and International Cooperation and concerned ministries. These organisations must submit documentation to the Council for Development of Cambodia (CDC)-(CRDB) and to the Ministry of Economy and Finance. Active humanitarian groups in Cambodia include:
  • Cambodian Red Cross (CRC)
  • Ministry of Social Affairs Labour and Vocational Training
